perhaps it's time to think about some extended support here: a new unit
activity, ACTIVITY_LOAD, that's targeted with the target being the
loading transport id. Also a popup dialog for the client to choose which
transport to load if there's more than one transport on the tile. That
should solve all the associated problems. This needs Per's new 'load'
command.
