  You are right. I didn't first realize that attacked unit is always 
(even in different modpacks) required to have IgZOC before this kind of 
free attack can work. Besides, main point in civ3 is that your unit can 
atack when enemy moves, but this makes no sense in freeciv since 
everybody moves at same time anyway.
