The 30 shields (+reaching an enemy city) is much cheaper than building 
Marco Polo's Embassy being obsolete when communism is reached.  Also, it 
can save time if you can look at the intelligence reports to gather 
information you might not know and techs you don't have... rather than 
waiting to attack finding you look stronger than them but are really 
weaker..  This is all a part of the game.
