  It seems to me that if new units being produced came into being for
each player at the end of their movement phase, that all inequities
would be resolved and the system would then be equal in its treatment
of all players.  Remember that who is "first" depends always on whose
time it is to move.  The only time there is any advantage in being
player 1 is the very first turn of the game, and that means almost
nothing as no-one is in sight of each other yet.  After that, the
advantage allways falls with the player who is moving at the time,
in order. When player 1 can move, he has the advantage.  When player
2 can move, she has the advantage, and so on till thew end of the
game.  At the point it is time for player 6 to move, he is then
"first".  So if the game caused all players to recieve any new units
they have built to appear right after they finish their move phase,
then all would be very fair.
