[Freeciv-Dev] (PR#2957) is ocean as a function with oceanness read from ruleset

A couple of comments on the patch itself:

You will need capability checks or, more likely, a new manditory
capability to prevent problems with old freeciv's.

Some of the function comments, particularly is_ocean, are inaccurate.
