You mean on the client prompt?  There are two problems with this:

  1) you should type the name of a host not a URL
  2) pubserver.freeciv.org is not a metaserver; meta.freeciv.org is.
     But meta.freeciv.org is already the default.  If it doesn't work
     you have a firewall interfering.

The response is correct but the error message could be better.
