I've committed this patch with one major omission: The default ruleset
does not implement waste - in effect, all governments are as Democracy in
regards to waste, ie they don't have it.

This is because I think the values here need to be discussed more.

In the games I playtested, I found that the values given by Raahul made
Despotism much worse, and thus made the race for Republic even more
superimportant. That's bad.
