This *obliterates* certain Civ2 strategies that rely on switching
to Fundy or Commie via Statue of Liberty.

Part of the way Civ* games are balanced is that players who fall a
bit behind need to be able to catch up somehow -- otherwise, the
game is over after turn 50.

As long as these features are controllable through options (rulesets,
server options, whatever) and remain in place for civ2 compatibility
mode, they're fine.
