I finally found my MOO2 manual so here is how it works there (I did not
check it in the game):

- brief help is shown in special box if mouse is over some improvement
- one click on an improvement adds it to the queue
- one click on an improvement which is already in the queue removes it
(applies only to buildings and similar one-time improvements - they are
marked if being in the queue; buildings and ships/spies etc. are
in separate lists)
- one click on an item in the queue changes improvement name to
something like "remove XXX", if clicked second time (so it is not
double-click!) item is removed; item is moved if clicked elsewhere in the
queue (some visual help is present so one can know where it will go)
- I also think that right clicking on improvement gives full help, but I'm
not sure
