There is a self extracting package for 1.14.0-beta3

 ftp://ftp.freeciv.org/freeciv/packages/windows/freeciv-1.14.0-beta3.exe


create-freeciv-iss.sh is a bash script in the same directory which
creates a script which is readable by InnoSetup

If there are self-extracting executables, I want to see some kind of
source. The setup binary should be created by a free tool.
