You can get the code, its in cvs and available over anonymous pserver
access.

The license is GPL, from the Imakefile:
XCOMM Imakefile for Freeciv
XCOMM This program is free software; you can redistribute it and/or
XCOMM modify
XCOMM it under the terms of the GNU General Public License as published
XCOMM by
XCOMM the Free Software Foundation; either version 2, or (at your
XCOMM option)
XCOMM any later version.
