Hi all.

Primo: New city code wait for testing :)
       City Dlg. is almost ready ( Work List and CMA not working ) and should 
work.
       There are still some bugs in code ( sell imprv. ) but most work was done.

Secundo: I send some small patch to autocenter code.
         If we made autcenter( redraw all screen map ) we don't need redraw 
focused unit.
