[Freeciv-Dev] Gamelog at the end of a game (PR#1996)

Hi all,

i think that the ranking line after the endyear shouldn't be counted. 
Its nearly impossible to check the state the game will have at the end
of the game. 
So as long there is no draw-patch and or Team/Clan-patch the old
behaviour should be recovered.

Nur weil das Aufzeichnen, Kopieren und Schnüffeln bei elektronischem 
Datenverkehr leichter als bei der klassischen Post ist, darf man es nicht
einfach tun.
