Do you mean some cities revolt, or that your nation is split?

I can't reproduce it with version 1.13.1.

But it's fairly possible. If the AI has less than civilwarsize=10
cities, it won't revolt. And if you have (cityfactor - 1)=13 cities
and get another one, some of your cities will revolt.

If you have seen something different, can you provide a savegame
and/or a way to reproduce it?
