Seems like when the horseman takes the city, the settler is made the
active unit, before the server sends the remove_city info. A similar
situation to consider would be if the settler was the active unit, and
enemy B destroyed enemy A's city.
Should the settler's build ability be checked whenever the remove_city
is received from the server?
