Situation: settler next to an empty enemy size 1 city; another unit destroys the
city

The settler, the next active unit, can't build a city yet because it "thinks"
the adjacent tile still contains a city.  If the settler "waits" for another
unit to move, it can later build the city on the same turn.

I've uploaded a savegame (kenn10.sav.gz) to incoming.  Join as kenn.  Move the
horseman into Jericho.  Notice the settler can't "build", even though the city
was destroyed.  Activate the horseman, then the settler.. it can then build.
