This patch allows the user to specify which tileset will be loaded if one
isn't specified on the command line.  I also added a way of handling string
.civclientrc options to the client option code, and code so that those
options will be modifiable in the gtk and gtk-2.0 clients.  If the default
ruleset specified by the user isn't available, it falls back to the current
defaults.  I split up the function that loads options and global worklists,
and loading global worklists should still work, but they haven't been
tested.
