The `help' for the freeciv server option maxplayers states:
> help maxplayers
Option: maxplayers  -  Maximum number of players
Description:
  For new games, the game will start automatically if/when this number of
  players are connected or (for AI's) created.
Status: changeable
Value: 30, Minimum: 1, Default: 30, Maximum: 30

From reading previous bug reports, this auto start capability was removed
from the game.  This documentation should be fixed.

However, I also think it would be nice to be able to run a server without
human intervention -- in other words, run the server with a startup file
(via -r file) that sets up game options, creates ai players, and sets
maxplayers appropriately, then have everything be automatic once all the
players are connected.
