A few comments.

First I'd like to see some files added to your diff_ignore.  Messages like

Binary files test-mar26/aaa.sav.gz and world/aaa.sav.gz differ
Binary files test-mar26/civworld/civworld and world/civworld/civworld differ

in the diff are annoying.

Second, there is at least one function that that should be in common/,
really_renumber_players. I'm sure other people will find it useful.
