I don't get the food or shields on (some?) squares as defined in
terrain.ruleset. This appears at least with irrigated Grassland, Forest with
Pheasant, Ocean with Fish or Whales, mined Hills. For example in the case of
Forest with Pheasant, the default ruleset says 3/2/0, and this is displayed when
focusing on the square as well as in help, but the city gets only 2/2/0.
Similarly, irrigated Grassland is 3/0/0, but city gets 2/0/0, which is exactly
the same I get without irrigation. Ocean with Whales ought to be 2/2/3, but is
only 2/2/2. So it's not just about irrigation (or mining) being ineffective...
