I assume you mean that the CivII map is "isometric":

while FreeCiv supports only "flat" maps:
XXXXXX
XXXXXX

there are two patches available that will allow FreeCiv to use
isometric
maps; at some point in the (nebulous) future this functionality will be
folded into freeciv and either type of map will be usable.
Jason, if the problem is really iso <-> rect conversion and your
gen-topology patch is fully functional (I admit I didn't check it out),
maybe James just can apply it on his tree and carry on working on his
scripts? It will give your patches some good testing too...
True enough.
My general-topologies patch is (or was when I last rediffed it) fully
functional, but some aspects of it are pretty crude - I have taken a
minimalist approach. Ross has taken the opposite approach, and has
worked over basically the whole code (although only some of the changes
relate to topology).
The problem is, the two patches use a different save file format. I use
the system that was originally decided upon very many months ago (and is
partially implemented in CVS); Ross uses a superior, quite different system.
It is most likely that Ross's system will eventually be used, so it's
better to work off of the corecleanups for something like this. The
most recent version should be in ftp://ftp.freeciv.org/freeciv/incoming/.
