[Freeciv-Dev] [Patch] Fix for gettext

This patch should fix 1238, 1246, 1128, 990 and 973 (since we force
GNU gettext). (WOW one 200 lines patch solves 5 bug reports)

The patch is a changed version of a patch Mateusz Stefek mailed me.

The patch 
 - checks for a working ngettext function (and suggest the included
 one if none is found) if NLS is enabled and it is a devel or beta
 version
 - checks for GNU xgettext program >= 0.10.38 if NLS is enabled
 - checks for GNU msgfmt program >= 0.10.35 if NLS is enabled

Since this is my first step at the configure code please test it hard.
