There might be some things I'm missing here, but why do we need leap years
and special calendar rules for spacerace? It is a game, not a history
simulation...

Actually, I'd be inclined to make age change dependent on technology
advances alone. If we haven't discovered a single tech advance before 2000
AD, then why should we be getting modern cities, years go slower and the
age be called "Modern"? It makes no sense.
