It is free for X, which presumably includes X on MacOS/X and Cygwin.
Most Freeciv ports use X as well; the non-X ports that actually work
are for Amiga and Windows (forthcoming).  So a Qt/Freeciv would still
still run on all its present platforms, but at least the free version
would require X.
