absolutely.

It allows you to "hand off" one or more cities to an "agent"
For example, you can direct a city to maximize food or shields or
science, and the agent will do so, changing tiles worked, specialists,
etc. as game conditions warrant, until either you release the city, or
the agent becomes unable to fulfill the conditions you outlined, eg: a
city is attacked and is reduced in size, and can't maintain "+3 shield
production" or whatever.

Download it and play around.
