That's Aaron Copelands Fanfare for the Comman Man.

I'm not sure if it would be out of copyright, though, since he's a
mid-20th century composer, born in 1900, and died in '90.  And, I'm
not really sure how to find out.

It *is* an interesting theme, though and simple enough to be realised
quickly and easily.
