It is necessary to translate_data_names() before we try to
load_ruleset_nations, or else terrain_name_orig contains nothing.

In ruleset.c:

  load_ruleset_terrain(&terrfile);    /* terrain must precede nations */
  load_ruleset_buildings(&buildfile);
+ translate_data_names();
  load_ruleset_nations(&nationfile);
  load_ruleset_game(game.ruleset.game);
- translate_data_names();
}

Now I'll change the data patch to use the correct convention.
