[Freeciv-Dev] new general-topologies patch

I've updated the general-topologies patch for current CVS, and placed it 
in incoming.
It is still lacking several features:

- Alternate topologies are only supported in the frontend for gui-gtk. 
This is, IMO, a matter of unifying the necessary code before making 
these changes.
- Internal topology calculations are done on a case-by-case basis rather 
than with the nice algebra outlined by Ross.  This isn't that big a 
deal, since this shouldn't affect anything outside of the internal 
topology code.
