AFAICS these are sent when a land unit tries to move into
the ocean (or into anothers ZOC ?). Other cases? I think
the message should be explicit about what happened - then
it can be helpful; e.g. in net games, when the reaction
from the server is slow. - - we've had this question some
weeks ago.

You can also think of an optical signal when this happens,
e.g. highligthing of the unit, a red frame or something else.

Right now it looks like an error.
