Suggestion is to modify AI so it will use non-smallpox strategy if
needed.

Description
In http://www.freeciv.org/tutorials/nopox.html Mike Jing explains how to
beat
'smallpox strategy' by setting the following parameters (example):
empire_size_inc=2
unhappysize=1
cityfactor=12
empire_size_inc and unhappysize work as a limit on the civilization
size. It does
work for humans, but it seems that AI does not understand how to deal
with this.
The result is that AI becomes weaker, especially on later stages of a
game.

How to do it -- sorry, I don't know.
