Freeciv doesn't support this, but you can disable the spacerace altogether:

> /explain spacerace
Option: spacerace  -  Whether to allow space race
Description:
  If this option is 1, players can build spaceships.
Status: changeable
Value: 1, Minimum: 0, Default: 1, Maximum: 1
> /set spacerace 0
Option: spacerace has been set to 0.
