I can't reproduce this from the server, it must only be sending it to
the clients.

From the stdout of the affected civserver:

publunch: '/create muddypaws'
2: muddypaws has been added as an AI-controlled player.
pille: '/hard'
publunch: '/hard muddypaws'
publunch: '/hard'
