This is bad.

Overall the partial setting of reason in
can_unit_move_to_tile_with_reason was just screaming for errors. This
gives me the opportunity to fix this.

Btw: some call to can_unit_move_to_tile_with_notify in ai/aiunit.c and
server/barbarian.c look really silly to me.
