[Freeciv-Dev] Incorrect manual

Grech pointed you on #freeciv that there is a reference to two special
global worklists ("buildfirst" and "citypref") are in the manual
<http://www.freeciv.org/manual/game-14.html>. Log info about this

Were this changes introduced at some time and backed out later? What
is the reason behind this?
