[Freeciv-Dev] Windows binary of fourth beta

I have placed a binary at 
ftp://ftp.freeciv.org/pub/freeciv/incoming/freeciv-1.11.12-gtk-win-1.zip

It has i18n support now and the home dir is set to the current
directory if HOME is not set. 


The patch is at
ftp://ftp.freeciv.org/pub/freeciv/incoming/freeciv-1.11.12-win-gtk-1.diff.gz

It is not meant to go into cvs because it contains much ugly stuff
(reducing the number of GdkPixmaps, charset conversion stuff needed
because gtk uses UTF-8). It is linked statically against libiconv-1.7
(build from plain source).

I will sort out the stuff which should go into cvs later.
