Things are more complex than you make out: other things can be
transferred: for example, a concept translated there as an
'exploitation right'.

Also it is *not* always the case that national law takes priority:
under some circumstances, international law take priority.  As a
concrete example, the European Human Rights Bill/Act/Convention.
Anyhow, I'm no lawyer, I don't know what the situation is with Germany 
and international copyright treaties.
