The copyright notice in header files is:
 Freeciv - Copyright (C) 1996 - A Kjeldberg, L Gregersen, P Unold              

That should at least be 1996-2001.

As for the copyright holders, it may or may not be the right policy to honor
the original authors by preserving copyright in their name.

The FSF requires assignment of copywright by contributors (which is a bit
onerous, but legally clean), and it may or may not be a good idea to assign
copyright to an organization like FSF. Then again, no one's likely to sue over
Freeciv (except Sid Meier or Activision or...).
