"gt_cv_func_gettext_libintl" existed in the 1.11.4 aclocal file; it doesn't 
in the CVS one. So we can be certain that the current code is completely 
useless.
In a quick scan of the current aclocal.m4 there is various code to add 
-lintl. I think we should assume it works correctly. Of course it would be 
nice to test it where it failed with the old gettext.
