I think you'd be surprised how easy it is to play Civ. Even in Sid Meier's
Civ the AI was pretty good (though it cheated an awful lot).

Yes, there really isn't any debate about that. The choice is what sort of
style to use for the agents. Because of the simplicity of the problem, I
suspect that any method will work. You may disagree about how simple the
problem is.
