Building a succesful civilization is not just simulating ants, how many of
the wonders did ants build?
A good and interesting AI need both, a lowlevel to accomodate for
personality and higher levels to plan and order.
A rough estimate of areas that probably needs agents:
logistics
economics
scientific
statistics
strategical
tactical
diplomatic
cultural
There could then be the ruler level on top of these agents to solve
conflicts,
and generals below these agents to for perform the required goals.
