Now that I "kinda" have CVS working for FreeCiv I can keep up with changes.

I have uploaded a large diff file named "openvms_freecif.diff" that 
includes updated compile scripts, minor code changes to make the current
snapshot work under OpenVMS.

(The largest parts are the new compile script)

Also, I need to have the files "makefile.in" and "makefile.am" removed from 
the VMS directory as they are not needed.

I'll try to keep up with the CVS tree and keep the OpenVMS port up to date.
