They have no production (shield) maintenance.  They only cost 1 gold
per turn.  So if your city is bringing in 2 gold (tax) already, the
Marketplace breaks even on gold and may generate extra luxury.  If the
city is bringing in 4 gold (tax), then the Marketplace gives you a profit.
