[Freeciv-Dev] City Report Change Button

Hi,

in the City Report (F1), Change Button shows buildings,
wonders, and units - in this order. In later game, this
list is too long to fit the screen. It would be nice IMO
if it shows units _before_ wonders, so there is a much
greater chance to make the right change using this
button.
