[Freeciv-Dev] cityhand/tools cleanup

This moves some functions from server/cityhand.c into server/citytools.c . 
Now there shoul be a more obvious distinction between the two with cityhand 
taking care of interfacing with the client input and citytools holding the 
functions actually doing things. That the two files were overlapping before 
can be seen by the fact that almost all files including cityhand.h also 
included citytools.h .
