Setting max_single_rate in governments.ruleset lower than 50%
is causing improperly behaviour of display window/setting window.
Initially, with, for example 40% max_single_rate,
you have 40% of science and 60% of taxes.
Then you try to chenge it, you will be have 
40% of science, 40% of taxes and 20% of luxury.
This state should be initial.

BTW, low science rate is a good method to eliminate so called
"small pox" - small cities with trade less than 3,
have 0 science points. But it needs to make some balancing
with corruption level.
