Yes, I also prefer the current way.
In civ2 I often used the following strategy against Ai:
Build a lot of cannons (4-6)
Place them in city near enemy city
Build railroad to the enemy city (this requires about 6-9 engineers)
Attack with cannons and capture city

I think that this kind of strategy is in fact cheating,
so I was really happy when I found out that this "bug"
was corrected in Freeciv. Please, do not change it!
