Yes, there are kind of bots. They are usually called AI players. Before
typing the command start in your civserver, type 'create conan' to create
an AI player named conan. You can also use the command 'set aifill 5'.
Civserver will add AI players so that the total number of players becomes
5 . Use 'easy' to have easy AI players, 'normal' for normal and 'hard' for
hard AI players. Beware, normal and hard levels are really hard at the
beginning.

I assume you know you have to

   1 - launch civserver
   2 - launch civclient
   3 - type 'set aifill 4' in civserver
   4 - connect to your civserver ( localhost )
   5 - start the game by typing 'start' in civserver.
