 Agreed, I were unaware of 'global' observers while doing this patch. Also
note that this patch does not much good without packet_enemy_unit.diff,
since veteran status is sent as part of packet_unit_info anyway. I have
to check observer handling in packet_enemy_unit.diff patch too.
