I think this is the most useful. Add much more dept but doesn't change Freeciv
system by much. I think this should be your first step.

Sorry if I didn't read though your mail. So, are you going to extent Freeciv
'mod' features so that the featues you discuss could simply be added with
'data/PG/*.ruleset' files. Or you are thinking of toggling the features as
options using the server core(like the obsoleted Civ1/Civ2 server switch) . I
hope that you are going for the former('data/PG/*.ruleset' files).

Maybe Freeciv may not be named Freeciv in future but 'Ultimate Strategy
Simulator' since it's able to simulate Civ1, Civ2, CTP, CTP2, SMAC, MOM, MOO, 
PG,
AG, FG(Fantasy General), Pirates and SM Colonization.(notice several games by 
Sid
Meier) using '/data/*/*.ruleset' files.
