It's great to see this stuff being extended.  What would also help
is a warning message explaining how to give away one's capital
(nl. by selling off the palace).  Apparently the fact that a capital
is simply the city with the palace isn't too well advertised, and at
present the interface refuses to give the captial away without any
explanation.  I've seen several instances on civserver.freeciv.org
where users never figured out how to do it.
